Microsoft has released cumulative update KB5083780 (26300.8289) for Windows 11, version 25H2 for Insiders on the Dev Channel. These release notes apply to Dev Channel participants. As part of the transition to the new Windows Insider program, all new release notes will be published under the new channel names, even if Dev Channel participants have not yet been moved to the Experimental Channel.

Program participants who use Feature flags to enable the new Windows Insider program interface may see incorrect display of the feature state as current. Changing the state and applying changes work as intended.

Installation via Windows Update: go to Settings > Windows Update and click Check for updates. A computer restart is required to complete the installation.

Please note that all new release notes will be published under the new channel names, even if Dev Channel participants have not yet been moved to the Experimental Channel.


How the new features work:

Transition of Windows Insider Channel Participants: The system gradually moves participants from Dev Channel to the new Experimental Channel via background update mechanisms (UUP and feature flighting). If the interface does not appear, users manually enable feature flags in Settings > Windows Update > Windows Insider Program > Feature flags, which activates hidden experimentation policies to force the transition.

Windows Update: The Update Orchestrator now supports skipping updates during OOBE (specialize phase) using temporary update deferral tokens. Pause extension is unlimited because the Windows Update Client no longer enforces a limit. Shut down and Restart options are always available because TrustedInstaller runs updates in a background thread while the UI gets priority via ShutdownBlockReasonCreate.

Print drivers: The Internet Protocol Print driver (prnms012) received new Hardware IDs in its INF database to prepare for priority order changes in the Print Spooler stack. Third-party drivers will be excluded from servicing under Microsoft's End of Servicing Plan, replaced by the IPP Class Driver for security.

Start menu: Improved click recognition on the far left edge of the taskbar when icons align left. The TaskbarHitTest algorithm now checks for coordinates X <= 4 pixels and sends WM_LBUTTONDOWN to the StartUI process regardless of icons. Previously this region was intercepted by an empty TaskbarFrame container.

Other fixes and improvements: Fixed Group Policy Editor (gpedit.msc) opening error caused by a CLSID failure in Administrative Templates. Updated Times New Roman font: added combining diacritical marks for Greek and Cyrillic Unicode ranges (U+0300–U+036F and U+0483–U+0489) implemented via the GPOS table in OpenType.
